Chapter 01

A life in the Foreign Service

Mauro Luiz Iecker Vieira is a Brazilian career diplomat who has spent more than five decades in the service of the Ministry of Foreign Affairs, known in Brazil by the name of its historic headquarters, Itamaraty. He has headed Brazil's embassies in Buenos Aires and Washington, its mission to the United Nations in New York and its embassy in Zagreb, and he has twice served as Minister of State for Foreign Affairs — under President Dilma Rousseff from 2015 to 2016, and under President Luiz Inácio Lula da Silva since 2023.

His is an unusual profile for a foreign minister anywhere: not a party politician appointed to the post, but a professional who rose through every rank of the diplomatic career — from Third Secretary in 1974 to Minister First Class, the highest rank of the career, in 1999.

Chapter 02

Background

Vieira was born on 15 February 1951 in Niterói, the city on the eastern shore of Guanabara Bay facing Rio de Janeiro. The curriculum vitae that Itamaraty submitted to the Federal Senate records him as the son of Mauro Vieira and Noêmia Iecker Vieira. Beyond these details, which appear in official documents, this archive does not publish information about his private or family life.

A small number of secondary sources give his birthplace simply as "Rio de Janeiro". The primary document — the Itamaraty CV — states Niterói, in the state of Rio de Janeiro.

Chapter 03

Education

He studied law at the Universidade Federal Fluminense (UFF) in Niterói, graduating with a bachelor's degree in law; the Foundation Alexandre de Gusmão (FUNAG), the research foundation attached to Itamaraty, dates the degree to 1973. In the same year he took the diplomatic preparation course (CPCD) of the Instituto Rio Branco, the Foreign Ministry's diplomatic academy founded in 1945.

Later in his career, as required for promotion to the most senior ranks, he completed the Rio Branco Institute's Curso de Altos Estudos (CAE) in 1992 with a thesis on Mexico's position in the negotiations of the North American Free Trade Agreement. In 2013 Georgetown University awarded him an honorary Doctor of Humane Letters.

Chapter 04

Entry into diplomacy

Vieira entered the Brazilian Foreign Service in 1974 as a Third Secretary. His first assignments in Brasília were in the economic area: as an assistant in the Economic Department (1974–75) and in the Financial Policy and Development Division (1975–78). The emphasis on economic diplomacy would recur throughout his career — in his postings to ALADI and Mexico, and much later in the trade negotiations of his second ministerial term.

Chapter 05

Early service, 1978–1990

His first posting abroad was to the Embassy in Washington (1978–82), where he served successively as Third, Second and First Secretary. From 1982 to 1985 he was First Secretary at Brazil's Permanent Delegation to the Latin American Integration Association (ALADI) in Montevideo.

Returning to Brazil at the moment of the transition to civilian government in 1985, he was seconded for several years to other parts of the federal administration: as Secretary of Administrative Modernization and then Deputy Secretary-General of the Ministry of Science and Technology (1985–87), and as National Secretary of Administration of the National Social Security Institute (INPS) at the Ministry of Social Security and Assistance (1987–89). He returned to Itamaraty as Deputy Head of the Cultural Department (1989–90).

Chapter 06

Senior functions, 1990–2004

The 1990s brought a sequence of postings abroad and positions close to the ministry's leadership. He served as Counsellor at the Embassy in Mexico (1990–92); as Chief of Staff of the Secretariat-General for Foreign Policy (1992–93); as Introdutor Diplomático — the official responsible for diplomatic ceremonial, including the accreditation of foreign ambassadors (1993–95); and as Minister-Counsellor at the Embassy in Paris (1995–99).

Promoted to Minister First Class in 1999, he became Chief of Staff of the Secretariat-General (1999–2003) and, when Celso Amorim became Foreign Minister in January 2003, Chief of Staff of the Minister's Office (2003–04).

Chapter 07

Ambassadorial career

In 2004 he was appointed Ambassador to Argentina: the Senate approved his nomination on 5 May 2004, and he served in Buenos Aires until 2010. He then became Ambassador to the United States, presenting his credentials to President Barack Obama on 24 February 2010. He was formally recalled from Washington at the beginning of January 2015 to take up ministerial office.

Chapter 08

First ministerial term, 2015–2016

President Dilma Rousseff appointed Vieira Minister of Foreign Affairs at the start of her second term; he took office on 1 January 2015, and the ceremony transferring the office was held at the Itamaraty Palace on 2 January. His tenure included President Rousseff's official visit to Washington in June 2015. He left office when the President was suspended by the Senate in May 2016: the decree removing him, dated 11 May, was published in the Diário Oficial on 12 May 2016, and José Serra succeeded him in the interim government of Michel Temer.

Chapter 09

New York and Zagreb, 2016–2022

In July 2016 he was nominated Permanent Representative of Brazil to the United Nations in New York. The Senate approved the nomination on 16 August 2016, and he presented his credentials to Secretary-General Ban Ki-moon on 11 November 2016. During the posting he chaired the Guinea-Bissau configuration of the UN Peacebuilding Commission. His successor presented credentials on 6 February 2020.

He was then appointed Ambassador to Croatia — approved by the Senate on 16 October 2019 — and presented his credentials to President Zoran Milanović on 17 March 2020. He was serving in Zagreb when President-elect Lula announced him as his Foreign Minister on 9 December 2022.

Chapter 10

Second ministerial term, since 2023

Vieira was sworn in on 1 January 2023 and received the office from his predecessor, Carlos Alberto França, at the Itamaraty Palace on 2 January. In his inaugural speech he declared, in Portuguese, "O Brasil está de volta" — "Brazil is back".

His second term has coincided with an unusually dense multilateral calendar for Brazil: the country's presidency of the UN Security Council in October 2023, its G20 presidency in 2024, its BRICS chairship in 2025 and the COP30 climate conference in Belém in November 2025. It has also included the signature of the EU–Mercosur agreement in January 2026, a trade dispute with the United States from 2025, and strained relations with Argentina in 2026.

Chapter 11

Current role

As of 11 September 2026, Mauro Vieira is Brazil's Minister of Foreign Affairs. He was not among the ministers who left the government in April 2026 to run in that year's elections. In September 2026 Singapore's Ministry of Foreign Affairs described him as "Minister of Foreign Affairs of the Federative Republic of Brazil" in announcing his official visit of 6–8 September, and he travelled on to New Delhi to represent President Lula at the 18th BRICS Summit.
