A note on the record

Foreign ministers communicate mainly through official channels — speeches, press notes and interviews — which Itamaraty publishes and FUNAG preserves. Brazilian news agencies such as Agência Brasil carry many of these statements; during election periods some public-agency content is temporarily withdrawn under electoral law, which can make originals harder to consult.

Vieira’s own academic writing includes his 1992 thesis for the Rio Branco Institute’s Curso de Altos Estudos, on Mexico’s position in the NAFTA negotiations, as recorded by FUNAG.
